MISSION STATEMENT
As an Animal Control Officer our mission is to protect the welfare of both animals and the community. We are committed to ensuring the safety, humane treatment, and responsible stewardship of every animal in our care. Through compassion, integrity, and education, We strive to prevent cruelty, reduce neglect, and promote responsible pet ownership. Our work is not only about enforcing the law, but also about being a voice for the voiceless, offering safety to the vulnerable and building trust between the public and the animals we share our homes, neighborhoods, and lives. Each day we dedicate ourselves to creating a community where animals are respected, people are informed, and compassion guides every decision.

CORE VALUES
  • Humanity- We believe that humanity is reflected not only in how we care for animals, but in how we treat one another. Each act of compassion whether it's rescuing a stray, showing patience to a neighbor, or offering kindness in difficult moments, strengthens the bonds of our community. By approaching both people and animals with empathy and respect, we work to create a safer, kinder environment where trust can grow, responsibility is shared, and every life has dignity.
  • Integrity - Integrity is the foundation of everything we do. In our role, it means being honest, fair, and consistent, whether we are making difficult decisions about animal welfare, enforcing laws, or supporting members of the community. We believe trust is earned through transparency and accountability, and We hold ourselves to the same standards we ask of others. By acting with integrity, we not only protect animals but also strengthen the bond of trust between ourselves, the people we serve, and the community as a whole.
  • Professionalism - Professionalism guides the way we serve both the community and the animals in our care. It means showing up each day with respect, consistency, and a commitment to excellence, even in the most challenging situations, we strive to communicate clearly, treat every person and animal with dignity, and represent my department with pride. By maintaining professionalism, we build confidence and trust with the public, uphold the standards of our role, and ensure that every decision we make reflects both competence and compassion.
  • Honesty - Honesty is the cornerstone of our work. In every situation, whether we are speaking with the public, caring for an animal, or enforcing the law, we are committed to truthfulness and transparency. Honesty means giving clear answers, setting realistic expectations, and always choosing what is right over what is easy. It builds trust with the community and ensures people know our actions come from fairness, respect, and a genuine desire to serve.
  • Fairness - In every situation, we strive to treat people and animals with equal respect, without bias or judgment. Fairness means listening carefully, weighing each circumstance with compassion and applying the same standards consistently to everyone. It ensures that our choices are rooted not in preference but in principal. By upholding fairness, we build trust, foster understanding, and help create a community where justice and compassion walk hand in hand.
  • Courage - In this work, it means facing difficult situations head on whether that is rescuing an animal in danger, standing firm in tough conversations, or making decisions that may not always be easy but are necessary. Courage is not the absence of fear, but the choice to act with compassion and integrity despite it. By practicing courage daily we honor the trust placed in us and ensure that both people and animals know they are not alone.

ANIMAL CONTROL OFFICER RESPONSIBILITIES
Animal Control Officers are tasked with upholding all applicable Texas state laws and local ordinances related to animal welfare and public safety. In addition to law enforcement duties, they are responsible for managing all functions of the animal shelter, including the care, housing, and adoption of animals. Their role is essential in ensuring community safety, promoting responsible pet ownership, and supporting the humane treatment of all animals under their care.

REPORTING ANIMAL CRUELTY
If you witness or suspect any act of animal cruelty or inhumane treatment within the City of Ranger, please report it immediately. Call 9-1-1 in the event of an emergency, or contact the Animal Control Officer directly at (254) 210-1567. Prompt reporting helps protect animals and ensures swift enforcement of state and local laws.

RABIES CONTROL AND BITE REPORTING
In accordance with Texas state law, all animal bites must be reported to either the Police Department or Animal Control. The rabies virus poses a serious health risk to both humans and animals, making timely reporting and monitoring essential.
Owners of dogs involved in a bite incident are required to provide Animal Control with proof of current rabies vaccination. Any animal suspected of biting or scratching a person will be placed under a mandatory quarantine for a minimum of ten (10) days. During this period, the animal will be closely monitored by the Local Rabies Control Authority (LRCA) for any signs of rabies, regardless of vaccination status.

This process helps safeguard public health and ensures compliance with state and local rabies prevention measures.

If an individual is attacked, bitten, or scratched by any animal -domestic or wild- call 9-1-1 to report the incident and request emergency care. Prompt reporting ensures the individual receives proper treatment and allows authorities to take necessary steps to protect public health and safety.
